LeSar Development Consultants’ mission is to end the housing affordability crisis and homelessness.

We bring expertise in housing policy, real estate advising, and homelessness solutions. As consultants and strategic partners, we offer this expertise to clients in the private, public, nonprofit, and philanthropic sectors. Our practice areas include affordable housing, supportive services, capacity building, plan development, and stakeholder engagement.

We are committed to systems change and work with our clients to advance innovative solutions, including public lands strategies, social housing, homelessness/health care partnerships, and integration of lived experience, among others.

Jennifer LeSar combines a background of more than three decades in community development, real estate development, and investment banking with a deep working knowledge of eco-system change management and organizational strategy.

Her work supports clients in achieving impactful and scalable solutions to today’s most vexing policy challenges including addressing our global housing affordability crisis and ending homelessness in the United States.

LeSar Development Consultants (LDC): leverages expertise, experience, and creativity to solve complex, multi-disciplinary challenges and make positive, lasting change in communities through customized consulting services focused on ending the housing affordability crisis and homelessness.

Global Policy Leadership Academy (GPLA): supports established and emerging leaders in forging solutions to complex global challenges through transformative leadership development and educational programs.   We equip regional leaders and professionals with enhanced knowledge and skills to build their institutional structures and their ecosystem’s organizations’ capacity to navigate change.

LeSar Support Services (LSS): works across multiple sectors and provides a wide range of client services designed to improve program structure, increase capacity, and measurably improve outcomes.  LSS also administers programs on behalf of private and public entities.
