Enrique Arcilla

Enrique Arcilla works to advance class and racial integration in housing, jobs, and education. His focus areas include housing and homelessness, land use policy, and community and economic development. He has experience in affordable housing development and finance, qualitative and quantitative analysis, program management, capacity building, strategic planning, solicitation support, document control, and stakeholder engagement.
At the University of California, San Diego, Enrique published research on high-tech innovation ecosystems, focusing on regulation, expertise, labor, market access, and startup funding. He also contributed to research on safe parking program design and public outreach processes for housing element updates. Enrique holds a BA in Urban Studies and Planning and a BA in Science and Public Life from UC San Diego. Outside of his formal education and professional background, Enrique is informed by his life experience as a longtime resident of the Inland Empire in Southern California.
