LDC supported the California Department of General Services (DGS) in implementing a significant shift in the Excess Sites Program, which focuses on repurposing state-owned land for affordable housing development. The team organized working groups with DGS staff and developer partners to enhance the program’s capacity, infrastructure, and success. LDC’s efforts included creating standardized processes for site evaluation and due diligence, refining documentation, and coordinating with various state agencies to streamline operations.
This work will result in a centralized portal connecting state land to developer partners, with a streamlined application process for developing affordable housing.
