LDC helped Anthem solidify and build upon the progress created by its landmark Housing and Homelessness Incentive Program (HHIP) by assessing the impacts of initial HHIP investments, measuring their performance, and outlining next steps for ongoing success. HHIP is a voluntary Medi-Cal initiative that enhances health outcomes for people experiencing homelessness by investing in housing pathways and stabilization services including prevention/diversion, street outreach, interim housing, landlord engagement, flexible financial assistance, and permanent supportive housing

LDC analyzed more than $17 million of HHIP activities and found that Anthem’s grantmaking helped increase permanent housing outcomes for members experiencing homelessness, among other accomplishments. LDC’s work helped facilitate the entry of a major and well-funded institution into the housing and homelessness sectors.
