Chul has 15 years of experience in affordable housing development and community building, working across a diverse spectrum of housing typologies and in service of a broad range of resident populations. As an experienced developer, Chul tracks and provides critical insight into housing policy, legislation, and regulation to assist clients in their efforts to expand the production and preservation of affordable housing.
Most recently, Chul served as Senior Acquisitions Manager at Abode Communities where he worked on land acquisitions, RFP pursuits, strategic planning, policy, and financial modeling for LIHTC and other development projects throughout the state. Prior to that, Chul was a Project Manager at A Community of Friends, a Los Angeles-based nonprofit developer specializing in supportive housing developments for people experiencing homelessness and living with mental illness.
Before moving to Los Angeles in 2016, Chul spent 9 years in New York City as Project Director of New Cooperative Development at the Urban Homesteading Assistance Board, a multidisciplinary nonprofit organization specializing in housing policy, advocacy, tenant organizing, and development of limited equity housing cooperatives and community land trusts. Chul’s work with shared equity housing models as a means of stabilizing low-income communities, allowing residents to remain in their homes, has strongly informed his approach to other forms of affordable housing production and preservation work in California.
Chul currently serves on the Board of TRUST South LA, a neighborhood-based community development organization in South Los Angeles. He received a Bachelor of Science in Environmental and Engineering Geology from Western Washington University.
