Hilary Carter is a certified planner, AICP, with demonstrated experience in affordable housing financing and development. Prior to joining LDC, she was a principal with Bauerhouse where she managed the full cycle of development plans through the financing and entitlement processes. She gained experience in the use of public subsidies for affordable housing, including Low-Income Housing Tax Credits, Historic Tax Credits, Disaster Recovery Funds, HOME, and CDBG funds. Prior to Bauerhouse, Hilary was the affordable housing development director for TWG Development. Hilary has a bachelor’s degree from Earlham College and a master’s degree in Community and Regional Planning from the University of Texas at Austin.
