LDC led a series of 15 trainings for staff of the California Department of Housing and Community Development (HCD). Training topics included historical context, the development process, deal teams, legal documentation, affordable housing finance, limited partnerships, risk management, and reflections on how these topics could apply to HCD’s functions and staff performance.

The trainings concluded with a developer forum where affordable housing developers and HCD staff had an open conversation about how HCD can improve the larger system of affordable housing, including by providing more flexibility in underwriting guidelines, expanding the excess sites program, and integrating the voices of tenants who will live in HCD-funded projects.
