In March, San Diego Unified School District (SD Unified) introduced a resolution to establish a Regional Housing Finance Authority (RHFA) with the San Diego Community College District (SDCCD) in accordance with SB 440 (Skinner, 2024), which authorizes the establishment of RHFAs by local governments. As San Diego’s emerging effort gets underway, stakeholders can gain insights into the potential of RHFAs and learn from efforts in the Bay Area and Los Angeles through Global Policy Leadership Academy’s (GPLA) Policy Forum: The Emerging Role of Regional Housing Finance Authorities for Addressing California’s Housing Crisis.

The inaugural meeting of the San Diego RHFA Board was held on Tuesday, May 27, 2025, where board members Cody Petterson (SD Unified), Richard Barrera (SD Unified), Fabi Bagula (SD Unified, Ex-officio), Craig Milgrim (SDCCD), Mariah Jameson (SDCCD), Greg Smith (SDCCD, Ex-officio) and staff Andra Greene (SD Unified General Counsel) were present. The Board adopted bylaws, approved the election of Cody Petterson as Chair and Craig Milgrim as Vice Chair, approved the appointment of Ex-officio Members Greg Smith and Fabi Bagula, and approved the appointment of Andra Greene as interim Legal Counsel.

GPLA’s RHFA forum will be held on Tuesday, June 24, 12 – 2pm on Zoom and brings together housing leaders and policy innovators to explore RHFAs as scalable solutions to California’s housing affordability crisis.

Through expert presentations, case studies, and a panel discussion featuring leaders from the Bay Area Housing Finance Agency (BAHFA), Los Angeles County Affordable Housing Solutions Agency (LACAHSA), and San Diego’s emerging efforts, participants will gain insight into the legal, institutional, and legislative frameworks underpinning RHFAs. The forum will clarify why such entities are gaining traction, what tools they have at their disposal–including SB 440–and how they may unlock local and regional funding solutions where traditional approaches have fallen short.
