Regional Early Action Planning Grant Draft Guidelines—Input Requested!

HCD, in partnership with the Governor’s Office of Planning and Research (OPR), the Strategic Growth Council (SGC), and the California Air Resources Board (CARB), has released draft guidelines for the Regional Early Action Planning Grants of 2021 (REAP 2.0) program. Comments on the guidelines are being accepted until April 15, 2022.

REAP 2.0 focuses on infill development that addresses housing needs while reducing Vehicle Miles Traveled (VMT) and advancing equity. The program expands on REAP 1.0 by allowing for more planning and implementation investments, including infrastructure tied to future housing development. A total of $600 million will be available largely to Metropolitan Planning Organizations, which can offer the funds in the form of grants to cities, counties, and other eligible applicants.

Below are the links to the guidelines. HCD asks that comments be sent to [email protected] and that commenters reference specific sections of the draft guidelines when commenting.
