Zack Olmstead is a solutions-oriented leader with over 20 years of experience across the housing policy continuum. Most recently, Zack spent nine years in executive leadership at the California Department of Housing and Community Development. He served for six years as the Chief Deputy Director for the department, leading programs and operations for a staff of over 1,300 and a budget in the billions.

Zack has extensive experience in the legislative sector, with three years as the housing and homelessness policy advisor in the office of California Assembly Speaker Toni Atkins and 7 years leading Housing California’s policy and budget advocacy as its Homeless Policy Director. Zack is passionate about turning complex challenges in affordable housing, homelessness, and community development into real-world impact. He played formative roles in the creation of California’s nationally recognized Homekey program, as well as the No Place Like Home program.

Zack holds a Master’s in Public Policy and Administration from California State University, Sacramento, and studied as an undergraduate at the University of San Diego.
