Arnulfo Manriquez brings more than three decades of experience in affordable housing, community and economic development, organizational leadership, and public policy to the LeSar portfolio. His work has focused on the intersection of housing, economic mobility, and community development, with experience working across state and local government, nonprofit organizations, financial institutions, and community partners. He brings a systems-level perspective to developing and implementing strategies that connect statewide policy and programs with the organizations and communities they are intended to serve.

He is also Founder and President of The Manriquez Group, providing executive leadership and strategic advisory services to organizations throughout California.

Born in Mexicali, Mexico, Arnulfo immigrated to the United States with his family and grew up in the San Diego-Tijuana region. He is the father of three adult children. He earned a BA in Urban Studies and Planning from UC San Diego and an MA in Leadership and Nonprofit Management from the University of San Diego and completed Harvard Business School’s Strategic Perspectives in Nonprofit Management program. An avid traveler and wine enthusiast, Arnulfo also holds the WSET Level 3 award in wines.
